* The Senate releases their first draft of the stimulus bill – all 728 pages are available for perusal here. One highlight: $2 billion for high speed rail. (Transport Politic)

* Patty Murray (D, WA) is moving to add to about $30 billion in infrastructure spending. It would boost spending on roads by $13 billion, transit by $5 billion and water by $7 billion. (Bloomberg)

* There are still 470,000 homes and businesses without power in the midwest. (Reuters)

* The U.S. officially becomes the world leader in wind energy, surpassing Germany after a major jump in capacity in 2008. With low oil prices and tight credit, things are looking tougher for 2009–although Texas is set to build $5 billion in new transmission lines. (WSJ, AWEA, Dallas Morning News)

* The NY Times warns that the broadband portion of the stimulus bill “could become a $9 billion cyberbridge to nowhere.”

* Construction is underway on the world’s first zero-carbon city. The $23 billion settlement in Dubai will feature driverless “transport pods” and will get its water from dew and solar-powered desalinization plants. (Times - UK)
