		<description>How about this idea: mandating that environmental reviews be done within nine months?  http://www.politico.com/news/stories/0209/18451.html.  I'm skeptical of the source here, but we have to do something about the amount of time it takes to do ANYTHING these days.  

"In 2007, the estimated average time to complete a NEPA review for a major transportation project was five years, according to a study by the American Association of State Highway and Transportation Officials."

I consider myself pro-environment, but that is absurd.  And these laws have become a cudgel for NIMBY plaintiffs to throw sand in the gears.  I say damn the permits, full steam ahead.</description>
